Welcome to another issue of the IARCS Newsletter. This Newsletter is a bit delayed and might never have made it to print if not for Meena Mahajan's persistence in collecting all the reports that are in this issue.

The main item in this issue is a detailed discussion on how best to (re)organize the annual National Seminar on Theoretical Computer Science (NSTCS) which has been held each summer since 1991.

The conference announcements in this issue include the Call for Participation for FST&TCS'98, as well as the Call for Papers for FST&TCS'99, which will be held in Chennai back to back with ISAAC'99.

If you have taught a course or even a series of lectures on a specialized topic for which you have prepared detailed notes, please consider contributing these notes to the IARCS Lecture Notes Series. We have received quite a few requests for copies of the notes announced in the previous issue, so this series seems to have a useful role to play .
