Welcome to another issue of the IARCS Newsletter.

At the IARCS business meeting during FST&TCS'98, I was assigned the task of constituting the first Executive Council of IARCS, whose role is spelled out in the IARCS constitution (see Vol 3, No 1 of the IARCS Newsletter). This issue of the Newsletter begins with a call for nominations to the Executive Council. When the Executive Council is formally constituted, it will take over as the body in charge of IARCS from the current Steering Committee, which will then be disbanded.

As a new feature, this issue carries abstracts of recently completed PhD theses in Computer Science in India. If you or someone you know is completing a PhD in Computer Science, please send us the details for inclusion in future issues.

As we mentioned in the last issue, if you have taught a course or even a series of lectures on a specialized topic for which you have prepared detailed notes, please consider contributing these notes to the IARCS Lecture Notes Series. We have received quite a few requests for copies of the notes announced in the previous issue, so this series seems to have a useful role to play .
